DeHaven Sailors Association Establishes Scholarship Fund
The USS DeHaven Sailors Association Scholarship Fund is
being established with a most generous grant in memory of Phillip
Beilock.
Phillip was a member of the USS DeHaven Sailors
Association from May 2000 until his death in 2005. In case you didn’t know
Phillip, the following biography has been provided by his family.
In 1935, high school diploma in hand and only a few
months shy of his 18th birthday, Philip Beilock left the
farmlands of central California to join the Navy. The first time on a
vessel, the young sailor became so seasick that the captain returned to
port. Making up for that shaky start, Phil would earn a wartime
commission which was later made permanent. He rose to the rank of
Lieutenant Commander, and served in the Navy for almost 26 years. He
served on several ships, in two wars, and on virtually all of the Seven
Seas. After the Navy, Phil worked for various defense contractors and
was involved in several high-profile projects, including the Hawk
Missile, F-4 Phantom, F-14 TomCat, and Lunar Excursion Module (LEM).
Phil valued education and deeply regretted that he was
unable to attend college immediately after high school. He was,
therefore, always grateful to the Navy for allowing him to pursue an
undergraduate degree while on active duty. After retirement from the
Navy, he went to Northeastern University, at night, and earned an MBA.
Phil strongly encouraged and supported his son and daughter in achieving
their educational goals.
For Phil, the Navy was the highpoint of his career. He
felt that the most meaningful period of his career was his time on the
USS DeHaven. In Norfolk early in 1944, Commander J.B. Dimmick invited
the newly-commissioned officer to serve on the DeHaven, which was about
to be launched from the Bath Iron Works He would stay on that destroyer
through WWII.
A modest man, Phil rarely spoke about the War, but when
he did, it was with love and respect for the ship and its crew. Across
his long, varied, and successful career, Phil took most pride in the
last official words written about him from the DeHaven in late 1945:
"Mr. Beilock is released, with regret."
Phillip Beilock passed away on May 8, 2005.
Particulars About the Program
The program administration rules and eligibility criteria
follow:
Scholarship Program Administration

A Scholarship committee consisting of four or more
members of the USS DeHaven Sailors Association will be established to
evaluate applications. Each member of the committee will evaluate each
application and provide a numerical rating. The highest rated applicant
will be awarded a scholarship.

Applicants who are not selected will be advised of same.
No reason necessary.

At the annual business meeting, the Scholarship
committee will announce the names of the winners for that year. The
Association general membership will determine the number of scholarships
to be awarded for the year following the general meeting. This will
allow for the termination of the program at any time by vote of the
majority members in attendance at the meeting should the membership
decline to where the Association would cease to exist.

Monies earmarked for the Scholarship Program will be
maintained in an interest bearing account separate from other monies of
the Association. The Scholarship committee chairman together with the
Association President and Treasurer will have check writing authority
for these funds.

Each Scholarship will be awarded for one year and will
have a value of $1000. It will be paid to the school of the applicant’s
choice for books, room & board, tuition, or other school related
expenses.
Scholarship Applicant Criteria

Applicant must be the son, daughter, grandson,
granddaughter, etc. including those by marriage of an active dues paying
shipmate of the USS DeHaven Sailors Association.

Applicant must be a senior in high school that has been
accepted to an accredited trade school, college, or university or
enrolled in an accredited trade school, college, or university.

Applicant must have satisfactory grades, attendance, and
disciplinary records verified by a school official (i.e.; Teacher,
Principal, or other official).

Applicant must be a well rounded individual, active in
community affairs such as, church, sports, Scouting, or charities.

Applications must be received by July 1 of each year.

Submitting Applications
Application Form
Feel free to submit as many applications as you wish as
long as you feel you meet the eligibility criteria.
Mail the completed application and copies of all
additional documents to:

The application will then be forward to the evaluation
team for their review.
All applications and added documents become the property
of USS DeHaven Sailors Association and will not be returned to the
applicant.
Contributing to the Scholarship Fund
The USS DeHaven Sailors Association is recognized by the
Internal Revenue Service (IRS) as a section 501(c) (19) organization.
Because of this, I quote "donors can deduct contributions made to or for
the use of your organization." This means that contributions to our
Scholarship fund are income tax deductible.
If you are interested in donating money to the Scholarship
Fund, simply write a check payable to:
"USS DeHaven Sailors Association Scholarship Fund"
